A lot of the noise is vibration through the tent frame or ducting, not the air itself. Hang the fan on rubber-lined straps or a soft mount, and use a bigger fan on low speed, which is quieter than a small one at full speed. Stretch flexible ducting tight, because slack, ribbed hose rattles and adds resistance.
Start with a fan controller and decent ducting.
